you could put it in pin curls-big ones though if you want a loose wave. smaller if you want a bigger wave. its a pain but if you dont want to use "perm rods"-which i would recommend-they make ones that are huge now and just give a wave.
if you do use the pin curl idea....dont use metal clips-it will have a bad reaction to the perm solution. use any plastic pins. you can find them at any beauty supply store.
